Pet Ownership Rights Being Challenged

Apparently, there is a nationwide trend to restrict pet ownership.  ALL animal owners should be concerned about this trend.  We need to pull together to protect our rights as owners to have privacy and to care for our pets without interference from outside sources.

Research and become aware of what's going on. The following provides a brief synopsis of the many trends and web sites to read for information:

NAIS : National Animal Identification System is a program created by the US Department of Agriculture. Its charge is to identify and track livestock animals for the purpose of identifying their locations within 48 hours for disease containment. Sure. This sounds great! They want to protect us from disease. HOWEVER, this also means that citizens will be required to register their animals …..their private property….for tracking and monitoring. It also means the government can walk into a home or facility and take your animal.

CURRENTLY, the NAIS regulations include livestock animals, such as horses, cows, pigs, goats, sheep, chickens and some other birds like pigeons. But once the law is in motion, there is nothing to stop it from including other animals, such as dogs, cats and other pets.

Due to incredible opposition to the program, the Bush Administration decided not to make the program mandatory. Do NOT let this fool you. Instead, they are leaving way for individual states to make it mandatory. Please research the following sites:

LOCAL ANTI-PET ORDINANCES: It starts out as a single breed law….probably by some people with positive intent…but it turns into an all-encompassing anti-pet law.

Let's take Louisville, Kentucky, for example. A new ordinance has been passed that seriously restricts dog/animal ownership:

  • A Louisville citizen may have no more than 3 dogs if they live on a lot of .5 acres or less.
     
  • Just TWO complaints about an animal can result in its confiscation and the owner being prohibited from owning any animals for 2 years.
     
  • If a dog or any animal bites, or just scratches a human, no matter how minor the incident, it must be reported and quarantined.
     
  • Anyone wishing to sell, advertise or offer for sale ANY ANIMAL must get written permission from the Director of Louisville Metro Animal Services. If you purchased from an unlicensed source, your pet will be impounded and you will be cited.
     
  • Every time you pick up your animal from a boarding kennel, your pet must be RE-vaccinated and RE-licensed.
